Understanding NDIS services under the NDIS

The National Disability Insurance Scheme funds a wide range of supports across three budget categories. Core Supports cover daily living assistance, community participation, consumables, and transport. Capacity Building covers coordination, therapy services, employment support, and training for independence. Capital Supports cover assistive technology, equipment, home modifications, and Specialist Disability Accommodation.

Each provider registered with the NDIS Quality and Safeguards Commission must meet specific practice standards, maintain appropriate insurance, and employ workers who have passed NDIS Worker Screening Checks. Registered providers can serve Agency-managed, plan-managed, and self-managed participants. Unregistered providers can only work with plan-managed and self-managed participants, but many offer excellent services and greater flexibility.

When comparing NDIS providers, consider their specialisation, location, availability, and communication style. Ask for references from other participants if possible, and don’t hesitate to request a trial period before committing to a service agreement. The NDIS is designed to give participants choice and control — exercising that choice starts with asking the right questions and understanding what each provider brings to the table.

Service agreements are not permanent. If you find that a provider isn’t meeting your needs, you can end the agreement and switch to another provider at any time. Keeping records of your interactions, invoices, and any issues that arise will make transitions smoother and provide useful evidence at your next plan review.

What to ask before choosing an NDIS provider

Before signing a service agreement with any NDIS provider, including Avail TO Care, it’s worth having a conversation about a few key things. What are the hourly rates, including loadings for evenings, weekends and public holidays? What cancellation fees apply, and what notice period do they require? Who will your regular support worker or practitioner be, and what happens if they’re sick or on leave? How does the provider handle complaints? These questions are standard — any reputable provider will have clear answers.

Avail to Care is registered with the NDIS Quality and Safeguards Commission (view official Commission listing) with 15 approved registration groups: Specialised Disability Accommodation, Home Modification, Plan Management, Therapeutic Supports, Early Childhood Supports, Community Nursing Care, Innovative Community Participation, Group/Centre Activities, Daily Tasks/Shared Living, Household Tasks, Development-Life Skills, Participate Community, Assist-Personal Activities, Assist-Life Stage Transition, and Assist-Travel/Transport. Their period of registration is in force until 09 January 2027. Being Commission-registered means they're bound by the NDIS Code of Conduct, must meet service standards audited by approved quality auditors, and can serve Agency-managed, plan-managed, and self-managed participants alike — Agency-managed participants are restricted to registered providers, which makes the registration meaningful for that cohort. For SDA in particular, registration is required (SDA payments can only flow to Commission-registered providers).

It’s also worth understanding your service agreement before you sign it. The agreement should clearly state the supports being delivered, the price per hour or unit, any cancellation policy, how travel charges are handled, and how either party can end the agreement. Under the NDIS, you can usually change providers, subject to the notice and cancellation terms in your service agreement. If a provider’s service agreement doesn’t include a reasonable exit clause, that’s worth questioning.

If you’re unsure about any aspect of choosing a provider, your support coordinator or local area coordinator (LAC) can help. They can explain what to look for, accompany you to initial meetings, and assist with setting up service agreements that protect your interests. Keeping records of your interactions with providers — save invoices, note key conversations, and track whether the services delivered match what was agreed — will make plan reviews smoother and provide evidence if you ever need to raise a complaint.
