Understanding transport under the NDIS

NDIS transport funding sits in three levels. Level 1 (currently around $1,784/year) is for participants who can't use public transport because of their disability and who need transport for work, study, or community participation up to 15 hours/week. Level 2 (~$2,676/year) is for participants engaging 15+ hours/week. Level 3 (~$3,456/year) applies to participants who require accessible transport with specialist driver training and no public-transport alternative — typically those with high-physical-support needs or who use a power wheelchair that can't board most taxis. Higher funding above Level 3 is only available in exceptional circumstances and requires documented evidence.

Transport claims have specific mechanics that catch new participants out. Funding is paid as a regular allocation, not a per-trip claim. For most participants, the transport budget covers a portion of taxi fares, ride-share trips, or fuel costs for journeys associated with NDIS goals. Participants on Level 3 generally use a registered transport provider that bills the NDIS directly using the relevant pricing arrangement; the participant doesn't see invoices.

Several alternatives sit alongside formal NDIS transport: state-based taxi subsidy schemes (different rules in each state, generally larger discounts than NDIS-only funding), Companion Card programs (free travel for an approved companion on most public transport), and disability parking permits. Combining these with NDIS transport often produces better coverage than the NDIS allocation alone.

When using a transport provider, confirm they're registered with the NDIS Quality and Safeguards Commission if your plan is Agency-managed (a requirement). Confirm wheelchair-accessible vehicle availability and notice periods if you use a wheelchair. Confirm the cancellation policy — late cancellation fees are typically charged at the equivalent of one short trip and should be in writing.
