Understanding community nursing under the NDIS
NDIS community nursing covers nursing care delivered in the participant's home or community setting where the care is directly related to disability support and not the responsibility of the mainstream health system. Common scopes include continence management, wound care for chronic disability-related wounds (pressure injuries, diabetic ulcers in participants whose disability prevents independent management), PEG feeding setup and oversight, complex bowel programs, ventilator support, tracheostomy care, and medication management for participants who cannot self-administer.
All NDIS-funded nurses must be registered with the Australian Health Practitioner Regulation Agency (AHPRA) — this is the same registration framework that applies to nurses working in hospitals. Registered nurses have completed a three-year bachelor degree; enrolled nurses have completed a Diploma of Nursing and work under RN supervision. The 2026-27 NDIS Pricing Schedule set rates by qualification: registered nurse $128.05/hr, enrolled nurse $103.44/hr (weekday rates; evening, weekend and public-holiday loadings apply).
Care plans for community nursing should be jointly developed with the participant's GP (or specialist physician for complex care needs) and reviewed at least annually. For high-risk care (tracheostomy management, ventilator oversight, complex wound care), the care plan should explicitly address escalation pathways: who is contacted if the participant deteriorates, what triggers a hospital transfer, and what backup arrangements exist if the primary nurse is unavailable.
A frequent boundary question is whether a particular task is NDIS-funded nursing (disability-related) or mainstream-health (treating illness). The principle: if a non-disabled person with the same condition would receive the care from Medicare or the public hospital system, the NDIS isn't the funder. Care plans should document this distinction explicitly.
